Right, but with modern theming and things like light and dark themes that’s an easy thing to miss. The text inside the button itself may be overridden by some custom style somewhere and someone forgot to modify it for a theme. I don’t see anything here that couldn’t be just a minor oversight by a dev.
It’s the first thing that gets shown when you land on the page. You can’t access the ming options or any other website features. Not even the content. You have to go through this prompt before accessing anything on the site. This means that they whould know what colors are used for all new visitors to the site.
